"ALBUQUERQUE, N.M. – Northeast Albuquerque residents are describing a neighborhood haunted house as truly scary, but not because of ghosts or goblins.

A man who lives at the house is a registered sex offender, and he was preparing to welcome kids into the home. As it turns out, authorities say he wasn't breaking any laws.

The haunted house near San Mateo and Comanche was being advertised on posters around the neighborhood. On the residence's front door was a display showing it would open on Halloween at 7 p.m., after dark.

Scott Neff, the man who lives there, is a registered sex offender who was once sentenced to more than seven years in prison. Online court records show he pleaded guilty in 1996 to two counts of criminal sexual penetration, two counts of criminal sexual contact with a minor and one count of criminal sexual exploitation of a minor.

"Well, he is going to lure kids in there and God only knows what happens," one person KOB talked to said.

When KOB went to the house to speak with Neff, he said the idea was his roommate's.

"It's his holiday, he decided to run the haunted house," Neff said. "There is nothing in the rules or regulations that says it can't be held here."

And he's right. In an email from the Bernalillo County Sheriff's Office, a spokesperson told KOB that "if a sex offender is not on probation or parole and is in compliance with the Sex Offender Registry, there is no state law restricting their activities. Neff is not on probation or parole." (More)
